Captains pick the teams
Sign up with the minimum number of players you want to play with; volunteer as a captain if you like. When enough are in, the game is called.
4 captains when at least 4 volunteer and 12 or more players are in, 3 when at least 3 volunteer and 9 or more are in, otherwise 2.
Up to 4 captain volunteers (a 5th is refused); a game needs at least 2. With more than 2 in the called game, its players vote on the Captains server how many captains play (2 minimum) and may kick candidates out of the captain list (half of the players there).
